My Snowblower, will not move forward or reverse. Even when it is turned off, the wheels are unmovable?

It is a yardman snowblower. The belt seems to be workng fine. somehow the thing seeeems to be jammed up. I remoced the bottom plate but I didn’t see anything obviously broken.

    Have your model number handy go to this site. It may gve you a parts break-down

    Probably need to adjust the drive pulley or engagement/shift controls.
